Introduction
Spread over an expanse of almost 13 acres and in close proximity to the National Highway, Dr. Khubchand Baghel Govt. P.G.College Bhilai. 3 has an enviable location. It is situated almost halfway between the district headquarters and the Pt. Ravishankar Shukla University, to which it is affiliated. Established on 15 th August 1983, in the modest campus of the Municipal School at Bhilai-3, it was soon to possess a building of its own . The Foundation stone of this new building was laid jointly by the then Chief Minister of M.P., Shri Arjun Singh and the Education Minister Shri Motilal Vora on 16 Feb. 1984. The building was inaugurated by Shri Motilal Vora the Chief Minister of M.P. on 23 Octuber 1985.

Catchment Area
An institution of higher education in this area was a top priority for the Govt. of M.P. at that time as students had to traverse long distances sometimes even exceeding 30 kms to seek admission in the nearest colleges. Bhilai-3 is almost centrally located for the forty plus rurally located schools, within a radius of twelve kilometers. It especially became a boon for the girls who could now pursue higher education within commutable distance.

Courses Offered
Started initially with Arts and Commerce in 1983, the following year saw the addition of the Science stream, thereby completing the major thrust areas of undergraduate studies available to students at that time. Since then the institution's march has been a steady one as having understood the requirement of the students here the university sanctioned the opening of six Post Graduate courses in stages , the latest being the Post Graduate course in English. Among the other Post Graduate course offered here we have M.A.[Sociology ] M.A. [ Economics] M.A.[Political Science] M.A.[History] M.Com. and M.Sc. [Mathematics]. The University has also sanctioned a PGDCA Course from 2013. At the Graduation level in Science the subjects offered are Chemistry, Physics , Botany, Zoology,Mathematics and in Arts the electives include English Literature, Hindi Literature,Political Science, Economics, History, Sociology and Home Science,. In the Undergraduate Commerce Programme, students can take up the study Computer Applications additionally to their main curriculum.

Infrastructure
The college has a modest infrastructure of its own having sufficient number of rooms for conducting the various courses offered by it. Well equipped laboratories, individual departments, a large well stocked library and Reading Room, a central open area that can accommodate over 1000 persons for college functions, large playgrounds and gardens are some of the prominent facilities available. Apart from these we have a fully functional English Lab which is utilized in the development in the LSRW Skills among students. Presently our Library has over 17,400 books and efforts are on to link the library with the UGC , INFIBNET that can make available over 80,000 books and 2500 journals to students and faculty members. The college has an open W1-F1 that can be accessed by students working in the Computer Labs and in the respective PG departments.

Academic Excellence
The Institution prides itself for its excellent academic atmosphere . Induction Programmes, Seminars, Symposia, Group discussion, along with regular class room lectures are the order of the day. Project work, assignments and regular tests are the internal evaluation tools used by teachers. Different faculties conduct regular workshops for students and there are special remedial classes conducted for the SC, ST and OBC students . Apart from these guest faculties are invited to deliver talks on their areas of expertise. Students are also appraised of the latest trends in competitive examination by conducting special classes for such.Tthe Placement cell is headed of by a senior faculty member who tries to bridge the gap between the industry expectations and the students┬┤ curricular content.

NAAC And IQAC
The institution is soon to be accredited by the National Assessment and Accreditation Council of India and preparations are in full swing to present the institution and its achievements over the years to this body. An internal Quality Assurance Cell has been in operation that not only conducts the various seminars and workshops for the students but also monitors the quality of teaching and research and provides guidelines to the faculty by inviting guest faculty for the same.

Co-Curricular Activities
Students take part actively in sports and games. There a Sports Officer who spots the talents and nurtures them in their individual games. Kho-Kho, Kabaddi are the major games, follows by Soft ball, Cricket, Football, Vollyball,Athletics and others . The College has contributed inmensely in all these years to the university team is various sports, as Students have found place in the teams in almost all the Sports mentioned above.

There is a separate NCC unit for boys and girls with a sanctioned platoon strength of 54 each. Vacancies are filled after shortlisting the aspirants who far outnumber the sanctioned strength. The cadets appear in their 'B' and 'C' certificate examinations which give them additional privileges in their careers. The two units are separately headed by a Commissioned NCC Officer in the Army wing for SD [Boys] and a Caretaker in [SW] Girls.

An NSS unit with a sanctioned strength of 100 cadets take part actively in Social Service Activities. The unit is headed by a trained Programme Officer of the NSS.

The college also has a Red Cross Society that acquaints the students with its objectives of Social Service and conducts frequent visit to Orphanages, Old-Age homes and hospitals, apart from holding blood donation camps. All the three i.e. NCC/ NSS and the Red Cross also actively participate in the dissemination of information to society on matters of hygiene and sanitation and creating a general awareness on many issues in society.
